Job Summary and Key Objectives

Working with operations to support assigned projects by overseeing the contract administration including contract management, schedule, change order management, material buyout, subcontracts, cost control, forecasting, financial review and risks/opportunities. Provides guidance and consultation for project managers. This position reports to the Vice President.

Key Competencies

  • Engage estimating at the award of a project to review contracts prior to signing and assist with the appropriate transfer of risk.
  • Work with the President and VP upon contract award to align resources and assist with planning the execution of the project. Play a major role in any value engineering to ensure the financial benefit is in the company’s best interest.
  • Oversee resources at the project level that are responsible for developing and maintaining master schedules related to assigned projects utilizing scheduling software.
  • Update actual and forecasted cost information in the master schedule; prepare cost-to-complete projections related to project schedules.
  • Overlay multiple Primavera layouts/reports on a routine basis showing the status of multiple projects and variance to baseline schedules. Whenever possible, include labor/staffing and equipment projections both project and company-wide.  
  • Ensure that project supervision is reporting installed quantities accurately, timely and in the proper cost tracking codes. When necessary, make changes to the existing cost coding system to ensure that the information extracted is value added and can be used to establish historical data.
  • Assist the project in creating scenarios that will increase production and reduce indirect cost and report results in cost-to-complete and projected margin reporting.
  • Ensure proper compliance to contractual agreements and help project management remove real or perceived barriers that result in noncompliance or failure to move the project forward.
  • Manage the change order process for assigned projects using whatever resources are available to assist.
  • Assist project managers to understand areas of risk and opportunity regarding project financials
KNOWLEDGE AND SKILL REQUIREMENTS

  • Knowledge of contracting, negotiating, and change order management.
  • Skill in examining and re-engineering operations and procedures. Experience in formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop financial plans and manage resources. Ability to analyze and interpret financial data.
  • Knowledge of public relations principles and practices. Knowledge of communication and public relation techniques. Ability to develop and deliver presentations.
  • Work requires professional written and verbal communication and interpersonal skills. Ability to communicate and interact with officials at all levels of government and private industry to work effectively with a wide range of clients in a diverse community.
  • Ability to motivate teams and simultaneously manage several initiatives.
  • Must have a minimum of 15 years’ experience in the heavy marine construction or similar industry, preferably with progressive levels of responsibility and a history of managing multiple Project Managers, Superintendents and/or support personnel.
  • A four-year Bachelor's degree. A postgraduate degree in construction management is an added advantage.
  • Work requires willingness to work a flexible schedule and travel.
